In the late 1990, housing was a big issue in South Africa. The Government was spending large amounts of money building R.D.P houses. When issues of bad workmanship started to arise, it was decided in conjunction with the construction industry to have a regulatory body that would regulate the R.D.P Housing market. To insure quality workmanship, builders who wanted to build R.D.P houses had to register with the N.H.B.R.C and enrol the houses they were going to build. The N.H.B.R.C. would then in turn insure the unit so that should any structural issues arise, the owner could apply to the N.H.B.R.C to have the unit repaired
In 1999, it was decided to expand the N.H.B.R.C mandate to include all residential homes and builders.
